Government indicates that "it would be irresponsible for government to release the report," because "commercially sensitive information can create value for third parties at the expense of Newfoundlanders and Labradorians." I would argue that I am a Newfoundlander and I am entitled to see the report which my taxes paid for, something doesn't fit right when you spend 5 million dollars assessing public assets but then refuse to release the report when you finally get it.
